I have found this to be true as well, but I've found it tricky to get board members evenly dispersed around projects.  In past cases, we have had projects that multiple board members wanted to rally around.  Other events / programs, however, will lack that same board support but receive high scores in terms of organizational importance when we do an analysis of our programming.  Hmmmm....
